Gravity is measurable, observable the only theory part is what makes it happen.
we know exactly what makes it happen, it is mass. That is why we have the equations F = GMm/RČ and F=mg. Two objects will be attracted to each other depending on the mass of the two objects and how far they are from each other. That is why earth has a different gravitational pull then Jupiter or the Sun.
