I think that is exactly what he means.
It is a pain to spend the time cherry picking codes from a .ccf or .pcf or converting from cryptic raw IR hex info. Some of us spend the time to figure out the raw data or decode the pronto hex so that we can use cleanly generated codes that are not subject to bad or dirty learns. I now use mostly RTI but when I was doing pronto, RTI and URC it was easy for me to make a spreadsheet and copy them where I needed. It also helped me track code changes or additions (or ommisions) from a variety of manufacturers. I admit that Pioneer gives us more than most do, however, the Pronto hex form is as universal as it gets at this point in time.
