Providing Parallels supports Windows 10 32 bit, that would be your best (and probably only) option
Windows 11 doesn't have a 32 bit version, so that will not work with the MSC400.
Unfortunately for me although Parallels 17 does support 32-bit versions and did work on my Intel MacBook, it will not on the new the M1 chip on my MacBook Pro.
