I think there was some dude that just got busted for sending invoices to google, apple etc for 2k, 4k or other random smallish amounts. They paid them for years, until someone finally caught on. He think he raked in a couple million.

[Link: theinquirer.net]There is an organization that sends out bogus tickets to drivers who traverse the streets of the Santa Monica mountains (primarily from Hollywood hills to Topanga Canyon). They have appx 10-15 cameras set up, they take pics of your license plate and send out official looking tickets with a pic of your car and license plate. They even have their own Kangaroo court if you decide to fight it (no one ever wins in their court). I heard they raise appx $500-750k a year (maybe even more). There was even an article in the LA Times several years back
I received one of their tickets and threw it away. They have no municipal jurisdiction and cannot do anything. They don't have your SS# so they can't even blemish your credit history. But there are suckers born every minute and they are taking that all the way to the bank.
