Got them from wave. Bought the package kit with bridge and three dimmers + picos to test out. Bunch of sealed Lutron packages inside a sealed Lutron box inside a shipping box. Gonna swap them and see if next kit is same way. Everything was sealed. Definitely didn't look as if it had even been opened.
Sealed boxes doesn't really mean anything. When i worked at a 2 channel shop we "sealed" every piece of demo gear with logo'd company tape and sold it as new.
I have received parts from manufacturers that were supposed to be new but were obviously installed and uninstalled from somewhere.
Those scratches in your video look pretty bad. I thought i saw a rough finger print one one also like a contractor with sandpaper grade skin was pressing the buttons.
