Every remote signal has a built in device code which has nothing to do with whatever device code people like One For All assign to it. The true device code that you need for your CD player is Pan 160.10. I only mention it to show you that the other device codes that you were trying are not the right ones. I don't know what 0303 is, so it could be the right one.
The C7 is not upgradeable so they can't add the code to it, only the Producer 8 remotes are upgradeable. It's possible that the new URC-8780 will have the code in it when it's available.
