I am looking for a way to set the clock in my Neo to show 24h setting instead of 12h as it does by default?

Correct me if I'm wrong, but it seems like an impossible task.
Time settings aren't part of the .ncf-file, so you can.t change them. It would be like trying to upload new setting to your Neo and making it set the time and date automatically.
Or making it so you can't link to your device (or alternative startup) page from a given page (without damaging your NEO), witch I have been trying (unsuccesfully offcourse).
You can do a lot with a NEO, especially if you combine it with other devices (like X10, computer with infraredport), but it does have it's limitations.
