I'm setting up a 670 with an old Panasonic TV that only has 2 source modes, tuner & video1. It has a toggle command to select between the two (none of the discretes in the DB appeared to work). Everything works except for one bit of weirdness ... when switching between activities it always toggles the TV input even when it doesn't have to. E.g. switching from Tivo to DVD, it will send a TV/Video signal twice rapidly, cycling to tuner & back to video1, even though in theory it doesn't have to send anything. I thought Smartstate was supposed to handle this? It's not a huge deal but can I get rid of the unnecessary double toggle?

Recheck your Device Adjust Inputs configuration. Have you use the correct command and checked its behaviour in device mode? Have you answered all the questions properly? I will blindly do what you said and not necessarily want you want. Or maybe you device is toasted and needs to be re-added.

Hmm, after closer more careful observation, it's actually sending "TV channel up" followed by "TV/Video" every time to switch to video1, and "TV channel up" to change to tuner mode. It's like it is implementing pseudo-discrete operation even though I told the wizard to use cycling.

I suppose this way is more reliable, less likely to get out of sync, but is there any way to override this? One bad thing about this is that it's changing the TV channel every time, so when switching back to TV you have to change back to the channel you were watching before.

Sure, just find the correct cycling command in device mode then reconfigure the Adjust Inputs accordingly. Select the 1st option (I flip through the inputs until I get to the right one) and make sure the input labels are in the right order and that it use the correct single cycling command.

I already did all that ... it's set to flip, everything is the right order, the right command is being sent.

From searching some older threads it seems there used to be a wizard question asking, even if TV marked as cycling, whether there was command to always force it to a particular input. E.g. channel up forcing it to tuner. Then it would implement pseudo-discrete behavior by always going to tuner first then cycling from there, I'm guessing. But I don't see it in the current wizard. Maybe this was set in the DB for my TV and now no way to change it w/o getting Harmony tech involved or finding another compatible TV code set ...

Oh well, I can live with it as it is, this way does have its advantages.

That feature is still there but it's now hidden until you select "My device needs more than one command...". You may want the delete and re-add your TV device to reset that hidden feature.
