Sounds like it's already doing what you want.
"I want to switch on and off TV through this rti devices."
"tv is connected with xp-3 processor through IR sensor. T3-V+ is controlling the tv and turning it on and off"

Wow, I thought I was a prick. You guys are complete assholes.
That said, Waqq, did you contact RTI technical support? They have been very helpful in the past in solving questions that I can best figure to being similar to yours.
That said, Rhea, I've got to work out a hog trip in your area. My boy is itching bad.

RTI has training videos on their dealer site. Sit down and spend a couple hours watching the videos. You will get more insight on the task at hand.

Unfortunately, you need to go the same route as the rest of us. Training, self help videos, dealer support line.
There are no short cuts in life. If you think the software is SO easy, then you should not need our help.
tip....
create a file, select the RTi equipment used, find the brand of TV in the IR code library and drag it on to the button that you want to program it to, then connect to the processor over the network or with a USB cable and download the program in to the processor.

There is no way for anyone to program it, without the original program in the first place.
It may be possible to pull the program from the units, using recovery wizard, but you need to be onsite anyways.
Contact RTI and ask for a dealer in your area.
