I don't see how you can turn wifi off on an Apple TV. At least on the 4th gen.
I am currently doing AirPlay. With the ATV connected to Ethernet, iPhone to LTE with wifi and BT turned on. I am able to stream video to the ATV from YouTube as well as mirroring the iPhone display. (Seeing this being typed out.) If I were to turn wifi off on the phone, it will stop sending the audio and video will drop. But the ATV will continue to display the control center from the iPhone at the moment I clicked wifi off.
Having BT turned off doesn't affect me at all. Perhaps because it's already done that handshake?

You got me- I haven't used a 4th Gen ATV, yet all of my cients are still using the older ones successfully.
I was told that the BT is for keyboards and mouse by AppleCare but then, I have asked many questions they couldn't answer and it wasn't all in one call, so I guess Sheldon Cooper is right- they're not geniuses.
If you turn off BT on the phone and leave it ON for the ATV, you can still stream using AirPlay because they're on the same network but have you ever tried to use only BT to connect an iPhone/iPad to an ATV? It doesn't work. The call I mentioned above was due to being unable to connect and I had other questions, so I called.
