TW and Comcast both broadcast public wifi hotspots from their combo routers by default nowadays.
You can turn it off in your account settings.
As for re-configuring a ruckus AP to do this as well, Sounds very unlikely. I'm quite sure there would be legal ramifications if their routers were re-configuring third party access points.
there is no way to turn this off in the gateway. It shuts off for 24 hours and then returns to on. the only way to fully prevent this crap is to provide your own modem so your connection and house don't become a public hot spot.
