If you look at the Dish network user guide page 74. You will need to scan for the device as follows:

Using the Dish Network remote.....

1. Turn on the device
2. Press and hold the mode button untill all the other mode buttons light up, and then let go of the button
3. Press the blank POWER button
4. Press the UP or DOWN button repeatedly until the device turns off
5. Press the pound (#) button
6. Turn the device back on and try some other appropriate buttons to make sure they work
7.Repeat this procedure until you've tried all the codes
