I dont really see how having your own Testing facility or UL bench team is any better than properly designing a product and sending it to the FCC..
The FCC does not test your product for free! You pay the same whether you pass or fail. Having a shielded testing room is the only way to get it right the first time and can save you alot of money if you develop enough products.
