I have what you need but am in the US. I built a laptop
based decoder that uses a device called the Nirvis slink-e
which just returns frequency and timing information on
the IR stream. My software, then being told the expected
protcol will analyze the timing bursts and fully decode
it. It will also work with a paste of the same data in
pronto HEX learned format if you want to send me the Pronto
Hex data and some indication of what the actual IR protocol
might be.
