In standalone mode, an extender has both a Channel and an ID. The 1,2,3 switch indicates the channel you want (must be matched in the remote config as well). The ID, of course is 0-0x0f (15 decimal).
Regarding extenders not working in standalone mode... This actually applies to either standalone mode or network mode, but give it a shot.
Take a screwdriver and turn the ID switch from 0 to F in counterclockwise and clockwise direction several times. I've seen one case where the contacts may have oxidized or were not making contact at ID 0 (shipping setup). Simple cleaning of contacts by several turns back and forth fixed it.
