Jim, Complete Control is not a problem on Vista (except 950, there is a 3000 workaround). In your case, make sure your using Admin Account and you do a liveupdate. This error message ("Couldn't get process information from remote machine") is from the version of .NET Framework you are using.
Fix: Do a Windows update / select Custom and dowload everything microsoft say you should download
