I don't have a current version of the Universal Browser myself, so I'm not sure, but I haven't read anything here that implies Universal Browser can read Pronto Hex strings from a hex file.
Universal Browser (old or new) can read (drag) Pronto Hex from a CCF file. Is that what you meant?
Universal Browser (new) lets you paste (from the clipboard) in Pronto Hex strings. You could use Notepad or other text editor to copy (to the clipboard) those Pronto Hex strings from a hex file.
Maybe I don't understand what you mean by "hex file". I was assuming you mean a text file containing Pronto Hex strings.
