Well, the only time I have seen those settings disabled
is when I don't have an internet connection... Do you
have a valid internet connection? Is it a wired network
or wireless or one of those edge cards? Do you have a
proxy? You can also try an "ipconfig/all" in your command
prompt to see you connection status.

In short we need a bit more info, but in general you can
always register and update your software, even if you're
an end-user. Your installer should also be able to help
you out.
