I should have been more descriptive. Anthony is correct the extensions must be visible or you are just changing the name. To make the extensions visible I usually open Windows Explorer, click on Tools, then Folder Options. Then click on the View tab and make sure that "Hide extensions for known file types" is NOT checked. This is for Windows XP but the other versions should have similar steps. Also there are several other posts on this forum that discuss changing the file to a zip file.
