I'd call it a bug. The 2000 doesn't have this problem. (I just tested it to be sure. A hard reset doesn't affect the clock or any other settings.)
Another 3000 bug I've encountered is that the light sensor setting is ignored after a hard reset. You have to go back to the config screen and set it again for it to stick. All these settings should be stored in non-volatile ram, like on the 2000. They shouldn't get lost or ignored after a reboot or download.
