Download my Sony DVD CCF from the Pronto Files section.

It contains codes for all 3 DVD command modes. The codes are "clean" and should work. For the 860, you will want to use Command Mode 1.

If the codes don't work on the 7000 (but they should as I have used the 7000), insert a 0.1s delay in front of the IR code in your Action List and go from there.
