A) Yes, the setup in the jpg is correct.

B) When using the Harmony Interface, please put your "Adventurer" hat on and don't be afraid to explore all the features. With the Client S/W interface, the delete function is the "garbage can" icon at the top right of each Devices and Activities. With the website interface, the "Remove" functions are at the top of each Devices/Activities columns.

C) There are many possibilities why the "Press the same activity again" feature does not send the discrete commands. Here are a some:
1) Feature not ported yet to the new kid on the block (Harmony One).
2) Device not deemed to support the discrete method. I tested the Samsung HLP-5063 and it's deemed.
3) Device not configured to use the discrete method. You fixed that.
4) Power On delay too long. It think it must be < 10 sec. Your 10 sec (10000 ms) default is too long.
5) Command clobbered because the inter-device delay is too short.
Note: With the Client S/W interface, the device delay configuration is under Device > Settings > Adjust the delays (speed settings). See this thread for an excellent explanation on delays: [Link: remotecentral.com]
