I don't have the TiVo, but did have a similar lag situation with another DVR and the Harmony One. I would set the repeats to 0 (or the lowest number that will still allow the TiVo to respond) and set those 2 delays to 0 also.
In my experiments, that's what seems to work the best for reducing lag. Worked for me and a couple of others I know of.
