The database for that TV has 3 power commands (PowerToggle,
PowerOn, PowerOff). Check if you have this cold start
problem with both the PowerToggle and the PowerOn commands
in device mode. It's possible that from a cold start,
your TV supports only the PowerToggle command. Also you
can try the "Confirm IR command" (under Device > Settings)
to see if it will find a better dataset match.
Thanks, I have already tried all three commands and they all behave the same. I will try the "confirm IR command" option, but I already tried learning the power command from the facorty remote to the harmony and that acts the same way so I'm thinking it's more of a hardware problem but I have no idea what could cause this behavior.
