Yes. the TV responds fine to the JVC remote at all times. It's not an issue with 'Power on Delay' as the Harmony remote will not even power on the TV from a 'cold start'. If I manually power on the TV and then use the harmony to turn it off and back on it works fine once the TV is 'warmed up'. It's just that initially the Harmony remote will not work at all to control the TV.
