respond to any commands from the Harmony remote.

I have tried learning the commands from the factory JVC
remote and also tried increasing the number of times commands
are sent for the TV and it makes no difference.

Any help would be appreciated.

It sounds like you need to increase the Power On Delay for your TV. Your TV isn't ready to receive commands until it is fully powered up. Click on the Devices Tab, Click Settings, Click Adjust the delays (speed settings), and increase the Power On Delay, Delay is dispaly in micro seconds 1000 micro seconds = 1 sec. If you power on your TV with your original remote and count the sec until the TV is ready to receive commands use this time you may have to fine tune it later
