Almost every Panasonic has discrete power commands. Most (if not all) European Panasonic TVs require you to send the power command for about 2 seconds. This also applies to some NAM TVs. See if the discrete power commands work in device mode; if a simple press won't turn on your TV, see what happens if you hold the button for about 2 seconds. If this works then contact Harmony and have them add a 2 second hold for the power commands. Increasing inter device delay also wouldn't hurt for troubleshooting but normally Panasonic TVs are good with 500 or 1000.
