AFAIK, there is no second IR command set. I had the same problem untill I retired my 35" Toshiba (the miserable but reliable TOAD, RIP!)

The only thing I can think of is a bit of a kludge, but here goes -- maybe someone else can improve on the idea. I think the 1995 has a base station that works by RF.

Get an IR543 that does IR to x10 ~$40. Put an two x10 appliance modules (~$15 each) in series with the TV's with different addresses. Do a macro to first turn on the appliance module for the desired TV.

You can be much more exotic with wired IR systems or just isolate the Dishplayer and have the base station only communicate with it (put it in a closet) and use two different IR remotes one for each location.

If it is only the problem that the upstairs TV remote activates the Toshiba near the Dishplayer, then you could just use one appliance module and control either the base station or the downstairs TV (Turn it off while issuing commands to the other TV and back on after you are done.)
