Pat,
This a frequently asked and never answered question. AFIK, there are no discrete power commands for this or the majority of other set top boxes (STB).
I measured the power consumed by my DSS STB some time back and it is $4/year on or off. With a digital multimeter, I could not detect ANY difference in power consumed regardless of the power setting. So your best choice is to leave it on all the time.
