You need to be a lot clearer about what you're trying to accomplish, what you've tried, and with what results. Also, if you don't know what the phrase "discrete codes" means (which I have to conclude from reading your post) don't use the phrase. Say whatever it is you really mean some clearer way.

With difficulty, I downloaded the file you linked and figured out it is an LIRC file. What was "changed 7730 file" supposed to mean? How does LIRC fit in? You have a urc-7730 remote and an Altus tv. What are you trying to make work with what?

Your LIRC file says it was generated "Wed Feb 25 19:57:21 2004". That doesn't make any sense. It also says it is for setup code 0556 of a urc-7730 remote, but the function names aren't correct for that (see below).

OneForAll setup code TV/0556 uses RC5 protocol, device 0. You seem to be saying it works for power and for digit 1-9. But setup code TV/0556 has the same function numbers for power and 1 through 9 as virtually every TV using RC5 device code 0. If those codes worked for your TV, then almost any universal remote in existence has setup codes for Philips and other brands that have the identical signals for power and 1 to 9.

Your LIRC file is RC5 device 0, just like OneForAll setup code TV/0556, but the function numbers in that LIRC file do not match TV/0556. In the LIRC file Power is 32 and 1 to 9 are 17 to 25. In TV/0556 (and virtually all device operated by RC5) power is 12 and 1 to 9 are 1 to 9.

How did you create or get that LIRC file?
