Anybody know if DSS receivers NOT in TiVo units act this way?

I am working with an installer who wants to take any working shortcut, and he insists that only one receiver needs to be connected to a phone line in any given system.

He tells me that he does not know why, but all the receivers will be okay if one is connected to the phone line; it is (to me) like some kind of voodoo is going to communicate from one receiver to another, instead of each calling to DirecTV.

I have seen receivers turned off by DirecTV when not calling back for months, but that was quite a while ago.

what is the straight poop today?

A good answer is easier with a clear question giving the make and model of everything.
