Well, you're both partly correct. There are a couple places with locals on 119. And Thom, Larry did solve his problem already.

The rate change went into effect in November or before. So if you are new to Tivo since then, you'll only see the $4.99 amount. That is down from 9.99, and much better than standalone Tivo owners who pay 12.99. The other rate changes are somewhere on their website. I am on the emailing list so I got a copy in a newsletter from D*. Basically, everything went up a bit except for the Total Choice Plus w/locals, which stayed at $39.99. Easily their best deal, esp now with the new rates on other stuff. The next lower down option is only $1 less. A worthwhile dollar for over a dozen channels.
