vwpower44's response, quoted above, seems to say you can't send it twice or it will undo what was done. Okay, you say it only needs to be sent once. What if, by mistake, you send it again? And do you understand what he means?
I suggest
putting some delay before sending the POWR 1 command.
In Vity software this was simple to do. Unfortunately,
am not familiar with RTI.

What is Vity software? What particular Vity product are you using (in case they have more than one product) ?
