If it is a new set you should just have to go into the setup menu and go to the energy saver options and select quick turn on. What happens is that for the set to qualify for the energy saver rating in the power saver mode it turns off everything so that even the rs232 port is off, by selecting quick power up it only turns off the display but leaves the processor active which will allow you to turn on the tv via rs232.
