1'st guess. Your technique is wrong: The two remotes are too close together or too far apart or not correctly aimed at each other.

2'nd guess. The 2117 is defective.

3'rd guess. The remotes you tried to learn from use very strange protocols. You could tell us the setup codes that partially work so we could tell you whether those protocols are strange and/or you could try learning from some OEM remote you haven't tried yet.

4'th guess. You only think you did a mfg reset. You got that process wrong and your learning memory is still full.
