Rob's answer is correct, but maybe unclear.

Forget Devices4. Fixed data is part of a "device upgrade", not part of a "protocol upgrade" and you shouldn't need to worry about it (KM gets it right) and you especially shouldn't need to compare KM's values to Devices4's.

If you create a whole upgrade, you probably should use the protocol version (in KM) that creates a smaller device upgrade even though that also requires a protocol upgrade.

Alternately, you can keep 0618 and just use KeyMoves to fix any missing functions. As Edmund said, you can't define those KeyMoves on the remote itself and for the same reason you can't use the usual EFC mode of KeyMove definition in IR.EXE. You CAN use the hex command form of KeyMove definition in IR.EXE. AS Rob said, you can use KM to compute the hex commands for those KeyMoves. Start to define an upgrade using "Tivo Official", taking the process just far enough to enter the OBCs of the missing commands on the functions sheet, so you can read out the hex commands.
