I don't know how the generic info I know from other models in this forum applies to the 2138 (for example I don't recall whether it uses 3-digit or 5-digit EFC numbers). Maybe some other expert will help with that.
It's fairly common when learning a long IR signal like Panasonic to have the learning remote fail to see the repeat pattern and thus not know how to reproduce long key presses. You might fix it by relearning more carefully (and be sure to hold the Panasonic key pressed long enough during learning for the 2138 to see the repeat pattern).
But it's usually more effective to use a KeyMove rather than a learned signal.
What setup code did you use to get partial support for that receiver?
There are very standard Vol+ and Vol- commands for Panasonic Audio devices. The setup codes Audio/1308, Audio/1309, and Audio/1518 all have those standard commands. I find it hard to believe your receiver doesn't use the standard vol commands, so maybe you did something wrong in initial testing and you never really needed learned signals or keymoves at all.
