Body text has been changed SLIGHTLY from 84% to 86%.

Since browsers have a limited number of actual rendered font sizes (ie. 80-85% looks the same) and the actual range changes depending on a large number of variables, I've determined that this only results in an actual change if:

a) your system is using Normal fonts
b) and you are running IE or Firefox
c) and you are using the "default" font size (16px in Firefox or "medium" in IE)

The reason for this is I had noticed that the rendered difference between my "small" and "normal" fonts in these conditions was almost non-existant (they were very similar). Making small smaller wasn't accessibility friendly (especially with the growing number of high resolution screens), and I felt that making normal larger actually looked a bit better... the font is taller and less "squished" looking, and yet only *slightly* wider (ie maybe a half pixel per character).

I normally use "Large" system fonts (23" 1920x1200 monitor, so things can be small), and I only just noticed what everything looked like at default sizes.
