As for the inside of the TARDIS, I vaguely recollect it once being described as being infinitely large, so yes, I would agree that more could be done.
yup. If they need more room they can just create an other. According to one of the doctors the inside is just a bubble in an other dimension so if they need more rooms they just make it produce more bubbles. So it is literally infinite
