I don't know about the 3970 but on the other iPAQs you have to copy the hardware button settings into each device. It is not inherited from the home panel as on the Pronto.
I don't know what you macros are made from, but mine work. I remember though that I had to change some. There where some problems with an alias for an alias of a certain type.
