What does this mean? Right now I can get either
the One4All URC-8811, or the Radio Shack 15-2116
to use as my intermediate remote. But I don't
know what AMP0013 is?

For ten bucks more than the URC 8811, you can get the superior URC 8910 which is easily upgraded by phone (the 8811 has to be sent back to URC for an upgrade).

AMP 0013 is the code used to set up your remote to work with the receiver/amp. Same code I used for my Pioneer VSX-D912
