First check out your remote... see if it gives you the option to reset to factory default (don't do it though!) If there is no option, then that particular fix won't help this issue.

If it does, then I suggest contacting URC. You should be able to send in your remote to them and they'll be able to flash newer firmware (no, there is no way to do this yourself - the jack Velodyne is talking about is only usable by users for UEI manufactured remotes).

But still, try out those tricks. They might help.
