I doubt there is an ATSC tuner since there is no way to record HD on a DVD right now. Doesn't the JVC D-VHS have an ATSC tuner built in? That's still the only HD recorder other than a PC.
The DVDRs do have NTSC tuners. I'm pretty sure all of them do, just like VCRs. My Panny ES10 does, it is under $200. Might be some question of them being stereo-capable, I don't know.
