If the .irs format is fairly simple, I probably can figure out how to decode it. If you want me to try, email .irs files for a few signals each of a few different devices (and tell me what the devices are). I've figured out a few different formats in which IR signals are stored just be looking at the raw data and spotting the pattern of an IR signal.
