I think one light stays on on the extender but blinks, or lights brighter, as commands pass through.

I had a problem with one of these extenders and it solved itself when I switched the setting. It was not that the extender needed to be on a different setting, but that rotating the switch scraped clean a section of the switch, so there was a better contact than before. Try moving the switch back and forth repeatedly. This might give you way more than one command!
