You can only physically turn on/off/dim units 1-8 with the IR543, but with your remote you can turn the other ones on/off/dim.

If you are using a UEI (One-for-All) remote to control the IR543, there are instructions in the link above to access units 10-16

edit: to answer your post -- to send the code you want you would need to set the first house code, M, send the code for 16 (on?) with the remote, change the wheel to O, send the code for 16, change the wheel to P, send the code for 16, etc. I don't know how much time you have to do this before the codes reset -- it might allow seconds which would be workable, or it might only allow milliseconds between the codes -- which would be difficult to do.
