One possibility is the Ocelot HA controller. This is an X10 logic controller, but can also be used to control IR. You can program it to send an IR signal (through a normal xantech IR emitter), based upon recieving a completely different signal. The only problem with this unit, is that there is a slight lag while comparing the IR recieved and sending the appropriate IR command.
