OK I figured it out.
So if you want to program your pwr button to (discretly) turn on the TV and AMP -Discretely so that it doesn't toggle the power button- do this.
I have a Sony TV and AMP
P** 9*9*5** PWR*
TV* P* 3*6*9*
AUX* 1*
TV* TV* / this is just a delay for sony tv's
TV* P* 2*4*3*
AUX*
