Are yo sure you're in the right spot for the IR emitter?
The reason I say that is I just went Back to comcast boxes due to everyone in my house pushing the cap, paying extra etc...along with YouTube TV going up again...
So, I put that same 4k box in my rack and pulled it nicely to the front. Fire it up, and the stock remote wouldn't work. I did some sort of pair/ unpair, still nothing. Turns out, until I paired the remote to the box for RF, the front lip of rack shelf was blocking the IR receiver!
Just a thought...
