You have to paste the entire output of MakeHex into the Input window of IRPanels and then generate the CCF.

After you have a CCF file, you must import it into PEP1 (PEP2 does not support .CCF files)

If you are opening the file IRCodesMaster.ccf, then it has nothing in it as it is the template file used to create the CCF.

I recommended IRScrutinizer earlier. I would recommend that you spend some time learning how to generate files from that tool.

The output of the files (CCF or PCF) can be imported into PEP1.
